Flags across the nation are at half-staff after mass killings in Ohio and Texas, where the perpetrator targeted victims who are Latino and immigrants. The last thing Americans need are any actions by our own federal government that echo such stigma, threaten discrimination in health treatment and cut off consumers from high-quality care.

But that’s exactly what two new regulations by the Trump administration, put forward by the Department of Health and Human Services, are set to inflict.
One federal rule would allow denial of care to patients, even by dispatchers or ambulance drivers, based on the assertion of a religious objection. It is slated to take effect in November.
